In order to install the postgres 15 client on Amazon Linux 2023, you can do the following. First check the available packages sudo dnf search postgres You will see in the output, a list of postgres packages, that are available to install.. In order to install the client tools, install the postgresql15 package
sudo dnf install postgresql15
This will install the package named postgresql17.aarch64 if you are on a ARM Cpu based instance, or postgresql17.x86_64 if you are on an intel based instance Once the package is installed you have access to psql, pg_dump etc.
